Armstrong is a brilliant strategist. He realizes the window of opportunity the FCC has created in the effort to spur competition within the "local loop."

By not imposing telecom "must carry" regulations on the HFC plant, the momentum in the HFC "lane" has shifted to the next gear.

The current environment created by current FCC policy will not last forever. At some point down the fiber road, the rules of the game will change, but not until the delivery telephony over HFC is sufficiently in competition with the RBOCs becomes commonplace throughout most of the nation's local loops. JMO
