why didn't Clinton/Reno fire him?
Once Clinton is aquitted, I think it would be appropriate for Reno to declare his job finished, thank him, and send him back to prop up the tobacco stocks.

Getting rid of Starr is politically damaging to them. Leaving him unfettered like now is the best way to go. He could cause immense political damage to the Republicans instead.

The downside is that he could be a big nuisance -- the proverbial monkey that goes around with a spanner, as he has so clearly demonstrated again and again.
