To qualify for inclusion in Nasdaq

4420. Quantitative Designation Criteria
In order to be designated for the Nasdaq National Market

Looks like 4310 ($4 minimum bid) equals the Nasdaq small cap market (not referenced as Nasdaq national, therefore by default the smallcap)
And looks like 4420 refers to the big board (Nasdaq National).
