Setting a federal minimum wage assumes that the economic conditions should be normalized in a diverse country. There are different costs associated with doing business in different locales. Raising labors costs in less developed areas only serves at the benefit of those high cost localities. The other alterative is to move the jobs overseas. One of the main reasons the Asian crisis has had less impact on the U.S. is the decrease in manufacturing industries over the last 30 years.

You can look at Europe to see how such policies backfire. Their full employment is 12-15% unemployment. Now, they force 35 hour work weeks . The higher the costs of retaining workers, the less likely employment will recover after each recession.
