Actually, I'm not misinformed. The letter to Trent Lott from Judicial Watch, Inc. refers to what that self-described "non-partisan, non-profit conservative foundation" found to be impeachable offenses in Filegate, etc. Their "Interim Report" is not officially sanctioned by Ken Starr or his legal team. If Starr indeed found impeachable offenses, why didn't he report them along with the Jones/Lewinsky report?

The key point is that Ken Starr, the independent counsel originally appointed to investigate alleged wrong-doing in the Whitewater matter, did not find any impeachable offenses in Filegate, Whitewater, Travelgate, or any matter other than Clinton's lies about fellatio.
