Starnet Announces the Signing of New Licensee

WILMINGTON, Del.--(BUSINESS WIRE)--Feb. 2, 1999--Starnet
Communications International Inc. (OTC BB:SNMM) (''Starnet'') is pleased to announce that it has licensed its turn-key
Internet gaming technology to Silverclover Entertainment Inc. (''Silverclover''), Antigua.

The multilingual Silverclover casino will feature virtual casino games, sports wagering with real-time odds fed from Las
Vegas and Europe and ''Webcasting'' of international horse and dog racing.

The casino will be fully customized to Silverclover's specifications and will be designed to a ''Pop Culture'' genre. The
theme will be ''Modern'' and will a have a ''Hyper Design'' look and feel. The Silverclover site will be located at a URL
(Universal Resource Locater) yet to be announced.

Starnet markets Internet gaming services through its wholly owned online casino, sportsbook and simulcast horse racing
system -- World Gaming Services Inc. of Antigua (www.worldgaming.net). These technologies are also licensed to
independent operators through Starnet's wholly owned Antiguan subsidiary, Softec Systems Caribbean Inc.
(www.softecsystems.com) -- which in turn participates in a percentage of each of its licensee's revenues.

Starnet intends to commence the development of ''Version 2000'' -- three-dimensional Internet gaming software -- in the
latter stages of this fiscal year.

Since January 1998 Starnet has entered licensing agreements with 15 operators, such as: ozgaming.com;
playersonly.com; clubriocasino.com; i-casino.com; aztecgaming.com;
superbet.com; lasvegascasino.com; casinoonair.com; classiccasino.com.

$10.2 billion U.S. will be gambled online in the year 2002 (DataMonitor). International Gaming & Wagering Business
magazine has described Starnet as ''the Home Shopping Network of gambling.''
