I think it's Both.... The market may dictate what it wants, but mngmnt must be in a position to react FAST, but by the same token, you could have the greatest mngmnt and 'visionairies' in the world (per Radam), but if nobody wants your product, OR if you are too late to the starting gate, you lose. pure and simple.
