"I saw public opinion in Switzerland was opposed (strongly I believe)"

Public opinion is the easiest thing to change. Point out to the Swiss people that the GOLD backing of their currency has kept their currency overly stong relative to others, and has caused many recessions in their economy over the years, and that it would more likely cause a recession or depression in 2000, and they may be very happy to sell some gold off. This is why other resource countries have sold {Canada, Australia}. Short term monetary devaluations until resources pick up.

Looks like producer manipulations in futures and spot to me.
