The acid test for an expense is to determine whether the benefit derived from the cash outlay is expected to expire in the current period or last (or manifest itself) X periods in the future. Administrative costs are expenses, thier benefit expires in the year cash is disbursed. R&D and marketing benefits are expected to be annually occuring for X years (or else why would anybody spend the money:-).
