Delaying a split announcement allows them to observe the stock price movement first. I believe that if the stock drops significantly, they will split. I agree they will follow Microsoft's and Intel's lead in
split announcements.

Microsoft also had blow away earnings, they knew it would run after the report. They waited for the pullback and then announced a split. That is a PR department at its best. It seems here that CSCO is doing what IBM did. IBM paid for it dearly, CSCO might as well.
