They've been implementing it for a good 10 years. Each time they propose a Medicare cost savings budget, there are price schedules which result in providers passing on those costs to private payors. Since the SS generation is the wealthiest group, this would certainly qualify as passing them onto the middle class and to individuals. Tobacco taxes have been collected for a long time without being used to fund lung disease in the budgets. What have they been doing with it? Everyone who buys insurance pays for lung disease costs. Where is my cut? Non-smokers should have received a premium cut.
