(MSFT is likely to "settle" this case rather than see it run the full course and lose. Losing is even more expensive. MSFT has $17.0 billion in cash and some of it will become the property of te government if they lose or settle. )

Are you sure that the DOJ will really impose significant penalties?
The political goals are basically achieved upon the winning of a case or a settlement. The last time MS was penalized, I remember it being a joke, although I don't remember the details. General Motors had a penalty applied for something a few years back, but it was something like a $1000 credit, no more than the company would have done as a promotion itself.
