I believe NASDQ has a new rule forbidding companies from slipping the word to some via the Internet before putting out a general press release. Then again, they've had rules forbidding disclosure of any inside information before making it generally available, a rule that works as well as any of the Ten Commandments. It is enforced about as well too.
