Regardless of whichever party was in the WH, they would be claiming the budget was balanced. The problem with Clinton's budget is the piling on of a lot of new taxes and spending when his claim is for fiscal responsibility. The easiest way to get power is to buy people off through the government budget. If they added in the tax credits and various deductions, it wouldn't surprise me that 80-90 percent of the budget is entitlements of one kind or another.
