Allen...the point that Devlin is trying to make is that the API's are useful to independent software development NOW that they are part of the operating system.

Sonds like the API's could still be part of the operating system (if MSFT wanted to leave the API's in the operating system) and de-couple the browser which would still use the API's (since they would be in the operating system packaging).

Looks like Devlin is focused on re-use of the API's which are identified with the browser today which inturn is built into the operating system...not the total browser function per say.

But who knows then the Justice Dept would be complaining about API's not the total Browser being built in the operating system.
