DND has been funding R&D work with Ballard for a number of years to examine the possibility of using fuel cells as a preferred air independent propulsion (AIP) source rather than batteries. Charging batteries has to be done on the surface or at periscope depth rendering the submarine vulnerable and emitting a lot of noise. Fuel cells are quiet and sustainable. (There are other AIP sources, such as closed cycle diesel etc that for tactical reasons may not be desirable for reasons of noise and safety. HDW, which is the German submarine builder has fuel cell models in production and in the past at least, did some collaborative work with Ballard. I don't think the actual fuel cells at sea with HDW are Ballard cells.
It would be in Canada's interest to retrofit a fuel cell propulsion system in their new boats for tactical and under ice operational effectiveness. It will be some time before this can be accomplished. they don't even have the submarines yet.
