Syncrude, I think you're overstating the info presented in the release.

They did NOT say that there was a significant decline in commitments to OFS. They in fact said that

"OSF expects sales for fiscal 1999 to be slightly below the level achieved in 1998". They also note that 1998 was a record year in both sales and net income.

So SLIGHTLY less than a RECORD year in sales for the coming year? Hey, I can live with that. :)
