""Internet "traders" but much less so to Internet "investors""
Did you actually read the story??

This means that investors and traders in these stocks are now faced with what has suddenly become a riskier and more unstable environment than ever. Up until now, a sudden and explosive surge in a stock — particularly a thinly traded Internet stock — has been viewed by momentum traders as a signal to pile into the shares, driving them still higher.
But the time may be rapidly approaching when no trader following that strategy can be sure that by doing so he won't find himself suddenly holding shares in which trading has abruptly been halted.

These are the kinds of issues investors need to look at before they put money into any stock — especially one in such an over-heated sector as the Internet. Until the message sinks through, they live in constant peril of seeing their portfolios vanish before their eyes. In recent days that peril has grown more real than ever.
