Telewest Communications, Britain's No. 2 cable company, said it will start offering digital cable television in the fourth quarter of this year.

After years spent on mergers and building networks, the United Kingdom's three biggest cable companies are preparing to woo customers with digital TV services that offer Internet access and other interactive services. Telewest has lagged rivals Cable & Wireless Communications and NTL in unveiling specific plans.

"Though we still have work to do to exploit our current product offering and to drive further improvements in customer service, we can now confirm our plans for new services," the company said.

Separately, Telewest said its TV customers rose 13.4 percent in 1998 to 952,175. Residential customers rose 10.5 percent to 1.2 million and business telephone customers rose 23.1 percent to 42,296. It said it ordered 100,000 decoders from Pace Micro Technology in preparation for offering digital TV late in the year.
