Unless they build additional "Central offices", a la wireless base station networks? Added central offices can take the form of boxes on the curb, for instance. They become intermediate boxes to give reach to the narrower bandwidth alternatives. The phone company thus has to run less fiber while getting better reach for its intermediate bandwidth (glite) alternatives.

Also, all of NYC is within a mile of a central office, I believe.

Point being: it plays a role in a network.
