My guess is that T/TCI is consolidating the ISP market in order to build Worldnet into a competitor to AOL. Their recent purchases of the IBM Global Network, combined with ATHM, RoadRunner and the Excite front-end give them a very interesting basket of assets. With AOL excluded from the broadband cable market (there is no "must carry" provision in cable as there is in wireline telephony), WorldNet can build a beachhead in the rapidly growing high speed access market ahead of AOL, thus gaining first-mover advantage. Adding MSN to the mix would give them about 15% of the residential ISP market, a long way from the 45% share held by AOL, but growing faster than AOL. Wouldn't surprise me to see T/TCI also pick off some of the larger non-branded regional ISPs as well.
