I'm on the east coast & can't get updates either. E*trade's access is absolutely terrible at the most crucial times. CRAZY to count on it for day trading. Perhaps we could have the index tickers displayed at this site for when we can't see what's going on with etrade. Stock threads seem to be able to get their particular quotes under the messages...

<< Waterhouse??>> Waterhouse has the same problems with their website. However, it does have regular brokerage services, and seems to handle these "emergency" situations better, as far as being able to contact a broker. The commissions and fees are lower than E*Trade, but the information services are not as good. It is a good compromise between features and price. I have yet to find a website that works well enough or is reliable to use consistently for daytrading.
