No matter how the fight pans out, it's still in the interests of Nokia and Ericsson to push GSM-based solution for the congestion problem. I think they intend to do that. It would take a major operator choosing to risk a CDMA-overlay to cause a re-evaluation of the situation by the GSM operators. And I haven't heard anyone even considering this option. It's been a year since that succesful English CDMA-overlay experiment and the GSM-1800 deals keep piling up.
