The Federal Reserve uncorked the minutes of its Dec. 22 policy meeting, which indicated the central bank hewed to a neutral stance on interest rates. In addition, the Fed said it would deviate from precedent by elaborating on its major policy shifts directly following a policy meeting. Since nothing was mentioned with regards to a policy change at Wednesday's meeting, some players deduced that the Fed retained its neutral stance. The actual minutes of the meeting come out in six weeks.

"By indicating that the Fed might shift to a policy of revealing the bias of the meetings on the day of the meetings rather than on a postmortem basis, and by not having done so Wednesday, this implicitly suggests that there was no change at Wednesday's meeting," said Tony Crescenzi, chief bond market strategist at Miller Tabak Hirsch.
