I agree at that point you would have to either turn them 'em off or get behind some firewalls. but yeah if cheeky was involved in a long term plot to collect data, it wouldn't be just to target one person. but to collect a group of stuff. Chances are probably 95% he didn't do that. But there is no way of proving it at this point. oh for the last thing. if a criminal wants to get it then patience is the key. but realistically most people are probably not doing that. there are some that do though.
