The Linux community has developed code for these cameras,
go to any Linux site and get the "HOWTO" for it. This doc
gives the control protocol. Several programs implementing
this in C are available, see for example the code at:

ftp://ftp.taygeta.com/pub/Linux/misc/quickcam

Be aware that all the different cameras have different control
protocols, even from the same manufaturer.
I have written code for PSC1000 microprocessor control of
two Connectix cameras, the original B&W one and the Color 2,
and they are quite different. The control protocol for VC
version has not yet been made public, but I know that it
EXPECTS to be talking to a PC DMA controller and so its
essentially impossible to use on a microcontroller.
