I think it is. I have used hidden partitions with success.(not yet on an NT drive) It is like a manual boot manager as Spots indicated. It would give an option to restore the KOT primary partition..completely contained and initiated from IDE1. It would not have any affect on drive letters..you would not know it exists until you need it. ie you would boot IDE1, execute PM, copy the hidden partition back to free space on IDE2, unhide it, set it active and you are back in business.

There are two valid arguements against it.

1. It is unnecessary as one can reinstall Win98 from a CD.
(my answer..it does not take that much time so go for it)

2. Hidden partitions are not fully understood. You would need PM to unhide it (or other?)
(my answer..it is interim, we have PM so go for it)

The question at hand IMO is one or two primary partitions on the KOT. I would not worry about getting confused with the hidden backup on IDE1..it is a non issue, you will not get confused. A good question is what setup on the KOT makes the most sense and is easiest to use.
