Don't think Peter Lynch ever said that! P/E is(or should be) a function of growth rate(not just the "earnings rate"). To illlustrate my point, MSFT's P/E has been around 50 since whenever, and they could easily have bought their shares at any time in less than ohhh 8 years(even NOW!).
btw: Have serious doubts that King Arthur ever united Britain. You should read "Yankee in King Arthur's court" by Mark Twain to see what it really was like :)
