The free dial-up is not new in USA, there were a bunch of them
3-4 years ago, and now only few left, why? not enough local phone numbers available, none of them is good for me.

If dial-up is free for all, the local phone companies might as well
take the advantage and do it themselves, but are they allowed to do that?

If the phone company won't do it, then AOL shoud team up with all
local phone company to do this free dial-up and share the eyeball
benefits through the AD dollars.

All sounds too easy, then why there are no big name firms doing this yet? there must be some technical or legal problems somewhere or
the time is not right.

Well, is there someone on this board can shed some light in this?
