I don't think the market would affect the filing and subsequent announcement. It might affect the actual IPO date though. Recently, even on bad market days, many IPO's have done well.

Your understanding is someone muddled. I don't think they HAVE to do anything. They have been advised by their lawyers that they SHOULD announce a delay if it's going to be more than a couple of weeks. Translation -> If the filing is going to be 2 weeks late, we probably won't hear anything. If it's going to be 2 months late, they will have a press release.
