Form F-10 is a SEC Requirement. It is filed once the NASDAQ application has been accepted. Let's take a look at the latest Canadian company that applied and now trades on NASDAQ: RIM

RIM publicly announced on January 7, 1999 that they had applied to NASDAQ for listing. Here's the link:

Now, RIM trades on the NASDAQ. Here's the statement:

Now, it's easy to see that once the application has been filed, and the qualifications meet the NASDAQ rules, the delay is quite minimal. In RIM's case, 3 weeks!

And lastly, look at EDGAR. Do you see any documents filed for RIM? NO way, they'll come later.
