Most doctors and hospitals are very ready to provide a substantial discount if they don't have to worry about all the insurance paperwork. And there will be no claims forms to process.'' National Health & Safety said it plans to guarantee a substantial savings on most medical transactions for every person and business, and that the program will work equally well for persons who are presently insured and those who are not insured.
