OT -- Ah yes, GAO, Congress' watchdog. They have dressed down a number of agencies, including DoD. They have developed a distinct expertise on Y2K re the federal government, and are being sent to dig into state govts. as well, according to some House contacts. I dealt with them numerous times during my six years on the Hill. Pretty tenacious bunch! Even went up against them after I entered the private sector. We were planning on leasing a floor of an office building just west of Union Station (north portion of Capitol Hill). I was stunned that a Congressional agency had the bucks to in effect out-bid the computer industry! ggg.
