Russia started to curb its oil export quite sometime ago and the reasons were just the same: its competitors prises are lower than those of its own domestic market. As far as I know, it still provides
the crude and the petroleum products to the Ukraine, but it shut off abruptly its pipe to Lithuania just a couple days ago. China just followed. If other oil exporting countries did not, it is not because they are so stupid, but because their domestic markets are too small and couldn't absorb all the oil that they produce.
