BAM! I would look at such contributions as having been made from self interest. If a suggestion is taken up and proves valuable it increases the value of the cotributors holdings. That would be my ultimate view. On the other hand, without implying any obligation to do so, I might consider some sort of rewards program for any suggestion that was put into practice. Finally, since I would be aware that there were those out there whose expertise might prove to be of considerable value to the company, I would also set up some sort of process whereby a contributor of such an idea might make the contribution while retaining a financial interest in it's outcome.
