Looked into FLC and TIA. TIA is some kind of new telecom and there is almost no info out on it. It is not a value play as it is trading right near it's high.

FLC looks real shakey. They have alot of debt with a debt/equity ratio of 1.63, (too high!) and an assets/liability ratio of 1.24, (too low!). They have had sequentially falling earnings since 6/98 and may eventually loose money in this oil sector slump. May not make it if slump is prolonged, and this is reflected in the price.
