The government is going to have to make pubic their plans re rationing power, etc., because industry is not going to be willing to take a fall in the event some of their customers lose power through no fault of the responsible company. Sooner or later, the govt. will have to come clean, because if they don't, then I can guaranty you someone will do it for them. The wise move is to be up front about it.

Re the government's strategy re industry sector "voluntary" corps, that topic has risen to the top of agenda in the IT sector (at least among those who are responsible for managing Y2K matters -- many CEOs across industry sectors still don't get it).
