This is all my own opinion and wishfully thinking.
Westell may be the primary vendor to work with Alcatel, and the others may be secondary vendors. Westell may have cut a deal with Alcatel,....either get some business or no business. With all the DMT chip set delays and a slow ADSL roll out, their is no way Westell could compete against Alcatel, LU, Cisco, Seimens, 3COM or any other HUGE company at this point in time.
Here is a list of reasons why I think Alcatel may buy out Westell.

1. Alcatel/Westell/BA DMT maybe
2. Alcatel/Westell/BT DMT maybe
3. Alcatel/Westell/BC DMT maybe
4. Alcatel/Westell/JPC DMT maybe
5. Alcatel looking to buy two US companies.
One small and one medium.
6. Alcatel needs a US company for political relations to help with a US rollout of their ADSL system,.....maybe.
7. Westell using Alcatel DMT chip set.
8. Alcatel sells their T1 product line,.....maybe because Westell has a T1 product line.
9. Alcatel is a cash rich company and their stock is low. Buying Westell may help Alcatel's stock to go up,....( BIG MAYBE )
Again this is all in my own opinion.

>> the 10,000 ATU-R modems to Singapore,

This sort of volume would have show up in the 10Q for sure so you know it wasn't WSTL!

>>. I do not believe they will compete effectively against 3COM in the ATU-R business.

Is COMS really shipping much product yet? I was under the impression that their volumes are meager, and the stock is getting cheaper. From your writing, it may becoming a buy if they have that ADSL edge. WSTL has no advantage over any large co. in the modem world since the technology is basically given away for mkt share ( Fwd Pricing lingo translation inserted here)

(( I am thinking of the guy who invents a cure for cancer and says that he'll sell it for below cost because he wants the entire market share and can make it up "in volume")).
