Why does IBM need copper to still fall behind Intel in the mhz race? They use RISC design techniques.

Beginning with the 604, PowerPC was architected around the premise of short pipeline, "super-brainer" microprocessors. The low clock speeds of PPC are the result of this decision.

The Alpha architects originally chose to take a different route, building very simple, deep pipelines. Alpha had a huge clock speed advantage from day 1. Over time, the Alpha architects added considerable complexity, and now the 21264 runs at about the same clock speed as PIII and K7.
