Specifically, in the boot.ini file (root directory of
boot drive):

[boot loader]
timeout=30

It can also be altered in the system property sheet
on the startup/shutdown tab (right click My Computer
and choose Properties).

This edits the boot.ini file for you.

It can also be changed by TweakUI, a strongly recommended
power toy. If you change it there, it edits the boot.ini
file for you <gg>.

So one way or another, change it by editing the boot.ini file.
