The more things change the more they stay the same. It's not just Africa.I remember 30 years ago being involved in the design and construction of a power transmission line in Thailand and it was a standing rule that at the end of each day the work done had to be energized so that the wires would still be there the next day.

In Pakistan even earlier if you went into the post office to Air mail a letter to Canada, not only did you have to firmly attach it to the envelope, You had to stand there and watch it being cancelled so as to avoid it being steamed off and resold .

Hungry people are well versed in survival instincts.
