The only wacko thing about Chelekis is that in these articles he basically tells you the truth about the way things go. I have several articles at home that were written by him that I received for free about two years ago. One of them explains in great detail the penny stock promotional cycle and there are others. Basically I think that he wrote these articles from experience as I heard he was involved in some questionable dealings and may have even been fined by the SEC. These are great articles and the man does have something to say.

VERY old stuff. But you are right to a certain extent. In any market there are crooked people- promoters, brokers and others. I really don't have the answer.
