What does this mean? Once I log onto the express server, I don't have to log on again to place another order.

You only logon once, but every time you trade, you have to enter your trading password.

Whats the refresh frame at the bottom?

That's used to automatically refresh any of the pages listed at the right of the form, or any URL you want to be refreshed regularly. It's mentioned in the help file.
