The Wisconsin pension fund previously owned more than 5%, see the 4/24/97 proxy statement (Form 14A), at page 14, showing Wisconsin's ownership of 1,584,000 shares: edgar-online.com

Wisconsin thereafter sold some, leaving 627,500 or 2.64%, dropping below the 5% 13(d) threshold a year ago; see the amended 13G form filed 1/22/98 ("Amendment 2"): edgar-online.com .

So it appears that the recent filing ("Amendment 3"), showing 1,783,400 shares (7.33%), represents new purchases driving the fund's total above 5% within the ten days before the filing.

Check this out... filed April 1998, they don't show up so you're right they have added substantially to their position:

I have seen mixed anecdotal evidence on these guys... but have seen them making some pretty savy purchases, thats for sure.

My source shows the Wisconsin Pension Fund to be holding the 1,733,400 shares as of the September 1998 quarterly report.

Nothing new there!
