I looked up my notes from the conference call about the subject of growth strategies. Though Siebel is always open to looking at technologies which enhance their product line, their strategy to increase market share is to do that "organically." (Tom's exact word.) They have no budgetary constraints for hiring qualified salespeople. He sumamrized by saying that "acquisition is NOT the mainstream of [their] growth strategy."

About 57 minutes into the conference call this question was addressed. Siebel does a great job of answering the question by saying they are product rich and need to communicate the value of their products to the customer base. So if an acquistion targets comes along but an agreement doesn't materialize there is no dissapointment or perception of holes in their product line ( and hopefully limited volatility in the share price).
