This will never happen. Here is a quick summary of the overall features in a comparison of ATM, FC, and GE:

In reality, it is much more complicated and ATM, SONET, and WDM have something that FC does not the backing of all the big voice and data carriers as well as a huge amount of hardware that is getting less expensive every day. The ATM hardware is a broad array of devices to take advantage of ATMs functionality. Like FC it can be both circuit and packet switched, has classes of service, is scalable, and can carry other protocols. From the NASA article, the key missing feature is still a high performance gateway device to get the data out to the big pipes.
