I'm pretty sure the speeds can be increased over time. This technology has been in use for a while. PEPCO uses it in thier service vehicles. And in terms of plain old text data, it's plenty fast.

There was no connect fee, other than the modem. You do have to pay for a year in advance, but it's refundable on a prorated basis if you quit.
