Waaaaay over Barry's head Les. That's before even considering the double accounting method for the "surplus". Just like the current "crime figures" showing declines as the result of recatagorizing or ignoring criminal reporting. Remember, this is the administration which believes a gunshot wound to the back of the head is a "suicide".

Now, today, I hear Clinton is unveiling a plan to "reduce the nation's drug usage by 50% over the next 2 yr.s". Yeah, they'll do it too. Two years is the length of time it will take for them to 1) dictate new reporting and accounting methods for drug usage and a new definition of what a 'drug crime' is and 2) for the results of their new program to be reported back to them.

Typical Liberal abuse of the responsibilities of government. New Democratic Party Platform: Look good, get money, use power, keep power. In actuality the Liberals are making it easier to commit crimes and use drugs. It goes without saying that a law-abiding, non-drug user will have a greater degree of critical thinking -the mortal enemy of the Left. Besides, with a criminal conviction preventing a person from voting Liberals' most consistent supporters are eliminated from their voting base.
