I vote for torture and a low crime rate- assuming that 15% is violent crime. Is the torture arbitrary, or can one do things which might affect ones odds of being tortured?

Maybe I'll stay out of this until we can fight over what kind of torture and who gets tortured.

Bit silly, though, as torture and crime have so little to do with each other. Why don't we go into what is better, torturing 5% of the population and keeping the Dow over 10,000 or eliminating torture and letting it slip below 8000.

If you want a debate of principle vs. practical effect, a real-world example would be much more fun. I'm sure you can think of one. If you can't Terrence will, with minimal provocation.

you might look up the inquisition stats [those tribunals kept such good records]

they managed to keep crime and the population growth both down at the same time. i believe they referred to it as severe questioning. whatever, they were amazingly successful
