It is harder to expand a clean room to add CMP(and much more expensive) that is why when companies add CMP capacity they will
put it into what was non-cleanroom space. As for time required, I have seen CMP capacity added in less than 4 months. From what I have heard and seen from IEDM, IBM is clearly the leader in CMP technology with Micron probally a close second. The Asian's are trailing in this technology, but they dont use as much (Samsung uses only one level of
CMP) so ramping up CMP is much easier for them. Vendors have told me that Samsung is fully ramped in Austin with there .22um process, so I am not sure where you are getting your info but it appears to be wrong.
